The ISS is a thriving proving ground for a wide variety of in-orbit R&D capabilities.
CASIS, as the ISS National Lab's manager, is responsible for fully utilizing the allocation assigned to the Lab and enabling the development of science and technology that enhance utilization of low Earth orbit for research for commercial companies, other government agencies, and educational entities.
User agreements establish a collaborative formal relationship that provides the users with the opportunity to leverage the unique attributes of the ISS that are most relevant to their research.
These templates are meant to serve as a reference for potential ISS National Lab users.
The ideal candidate will demonstrate a keen attention to detail, possess the ability to identify potential risks, and have strong analytical skills.
Previous experience in contract management and familiarity with legal requirements and terms of use are greatly desirable.
Responsibilities (may not be all-inclusive) Analyze and prepare contractual agreements, performing the overall administration of the agreement between the customer and CASIS—the ISS National Lab.
Review and make recommendations regarding the resolution of issues to the intent of the award and terms and conditions of the agreement.
Prepare agreement amendments or modifications to provide guidance on contractional requirements.
Prepare and disseminate information throughout CASIS regarding agreement status, compliance, modifications, deviations, milestones, completion, and termination.
Strong understanding of contract/purchase order terms and conditions and detailed knowledge of the government contracting process including sole source and competitive procurements Participate in National Laboratory Research Announcement (NLRA) webinars, responding to and providing insight on both contractual questions.
Advise CASIS of contractual obligations when participating in the pre-award and post-award review of all National Lab Research Announcement (NLRA) solicitations.
Manage agreement requests database, update an agreement modifications log, and create the contract record when an agreement is executed.
Assist with compliance assignments including review of compliance documents, SAM.
gov, denied party screening, annual audit, and other projects as requested.
Report to the Contracts and Procurement Manager.
Qualifications Bachelor's degree with 3 years of experience in contracts management, contract administration and/or industry related experience, or a Master's degree with 1 year of related experience.
Thorough knowledge of industry best practices and a strong understanding and knowledge of Federal Acquisition Regulations (FAR).
Ability to objectively assess situations or circumstances using all the relevant information and apply past experiences in order to come to a conclusion or make a decision.
Excellent verbal and written communication skills.
Demonstrated collaborative approach with cross-functional program teams and external partners.
MS Office to include Excel, PowerPoint, and Word.
Experience with Salesforce or other customer relationship management database.
