JOB SUMMARY Depending on experience, this is an entry-level or professional position under the immediate supervision of the Chief Deputy.
This position provides the valuation of residential, condo, and commercial real estate for ad valorem purposes through the application of industry accepted methods, standard appraisal techniques, and statistical analysis including sales comparison, income and cost approaches.
ESSENTIAL JOB FUNCTIONS • Annually re-assesses residential, commercial or condominium properties, located in designated market areas, through sales transactions or the Income Approach, in compliance with the Department of Revenue (DOR) guidelines and measured by the sales ratio analysis of the tax roll.
• Reviews available data including income and expense statements, cap rates, and rent schedules in determining values to produce a level of assessment.
• Communicates with property owners concerning methods and procedures used in determining value.
Answers questions and investigates complaints by owners, representatives of outside agencies, and other employees relative to property values and appraisal techniques.
• Enters completed work data into CAMA system, uploading any photos taken into common photo log, using APEX software to create or edit sketches from any measurements taken, uploading sketches into common sketch log, making valuation adjustments based on decisions made during the field inspection process.
• Defines problems, collects data, and establishes facts regarding unusual value cases.
With supervisory input, draws valid conclusions and recommends actions.
• Demonstrates skilled proficiency in solving potential value problems with little or no supervision during Truth in Millage (TRIM) and Value Adjustment Board (VAB) periods.
Independently prepares BCPAO's supporting data for VAB petition hearings.
Represents BCPAO at VAB petition hearings involving commercial properties and able to assist others in their case preparation.
• Reviews and re-assesses assigned parcels, splits or combinations, E&Is or DPs, new subdivisions or condos, tax estimates, and additions to the tax roll with correctness in respect to applicable state statutes, rules and guidelines.
Uses available imaging technology to verify or update relevant data.
Assists with field audits and verifies property descriptions.
• Reviews and analyzes legal documents which describe a new condominium or an amendment to an established complex, if assigned a condo market area.
• Measures structures with measuring tape and determines use of property, making decisions as to what grade and quality a feature of the property is related to.
• Enters new accounts for properties located in condo market areas.
Enters information for new complexes which includes common area amenities, individual unit features, ownership information, and legal description.
• Answers phone calls and assists walk-in inquiries from taxpayers on a daily basis, responding to increased inquiries during TRIM and VAB periods.
• Assists other staff, within the department and throughout the organization, regarding the valuation of all types of property.
• Assists in damage assessment in coordination with federal and state emergency management offices during the aftermath of local disasters such as hurricanes and tornadoes.
Contingencies such as these may require after-hours or weekend duty.
• Performs any other related duties as required or assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK • Associate Degree or a minimum of sixty (60) hours of college at a regional accredited college or university, or a minimum of two (2) years of related appraisal or assessment experience.
• Certified Florida Evaluator (CFE) designation is required, or ability to obtain within two (2) years.
• State-Certified Appraisal License preferred.
• Knowledge of or ability to learn the Computer Assisted Appraisal System (CAMA) to organize, plan and prepare daily work activities necessary to mass update values.
• Geographical competency of the real estate market in the Brevard County area.
• Proficiency in Microsoft Office applications, specifically Word, Excel and Outlook.
• Valid Florida driver's license.

The employee must occasionally lift and/or move up to 50 pounds, regularly lift and/or move up to 25 pounds, continuously lift and/or move up to 10 pounds.
Specific vision abilities required by this job include close vision.
