_ *SUMMARY *- Professional administrative position assisting in directing/planning, monitoring and reporting all financial functions in accordance with the City Charter, Florida Statutes, Generally Accepted Accounting Principles and Governmental Accounting and Auditing Standards.
*ESSENTIAL DUTIES AND RESPONSIBILITIES* * Performs, reviews and/or oversees the collection/distribution of funds; expenditure control/purchasing activities; maintenance of the general accounting system; investment/debt management activities; utility account maintenance, billing complaints and requests for credit; journal entries.
* Assists the department by executing proper filing of internal/external financial reporting, (sales tax, bank/investment account reconciliation, monthly financials, investment reports, solid waste, building permit surcharges/impact fees, local highway report, W-2s, 1099’s Public Depositor’s Report Tangible Person Property tax return, Annual Abandoned Property Report, inventory control and fixed asset records).
* Analyzes financial records to forecast future financial position and budget requirements.
Evaluates need for procurement of funds and investment of surplus funds.
Advises management on investments and loans for short and long-range financial plans.
* Prepares the Annual Budget(s) and Capital Improvement Plan(s) (CIP) – Assists Department/Division Directors; compiles anticipated revenue/expenditure estimates, CIP needs/projects; serves as the point of collection and preparation of budgetary/CIP documents in such format as established by the City Manager, adheres to Charter and State established deadlines; submits required forms/reports to County Property Appraiser and Department of Revenue, including TRIM and AFR.
* Assists in performing work necessary to prepare for the Annual Audit; consults with the Administrative/Financial Services Director to ensure accurate financial reporting through the Annual Comprehensive Financial Report.
* Develops, reviews and makes recommendations related to various documents, including financial and administrative policies/procedures, flow of financial activities, contractual arrangements, support of grant awards, resolutions and ordinances related to financial matters; and studies, reports and proposals.
* Develops, reviews and implements special projects as assigned.
* Collects and manipulates statistical data for purposes of performing financial projections and cost analysis.
Routinely utilizes Microsoft Office Excel with proficiency in creating advanced Excel spreadsheets * Ensures records retention compliance in accordance with State law.
* Administers the City’s Owner Direct Purchasing program.
Researches and obtains State, Federal, local and private procurement quotes for supplies and service purchases.
Prepares bid specifications and interprets contracts.

* Maintains the City Asset Program.
Coordinates and conducts annual fixed asset inventory.
* Coordinates and finalizes the sale/auction of City equipment.
* Performs Accounts Payable, payroll and other Finance Services Department back-up duties as needed.
* Performs other related work as required.
*SUPERVISORY RESPONSIBILITIES *–Carries out supervisory responsibilities in accordance with the City's policies and applicable laws.
Responsibilities may include training employees; planning, assigning and directing work; appraising performance.

*EDUCATION and/or EXPERIENCE.
*Bachelor’s Degree from a four-year college or university in Finance or Accounting, and three to five years of senior level accounting experience, preferably in a governmental setting.
Master’s Degree or CPA preferred.
*LANGUAGE SKILLS.
*Ability to read, analyze and interpret technical journals, financial reports and legal documents.
Ability to respond to common inquiries or complaints from customers, regulatory agencies or members of the business community.
Ability to write speeches and articles for publication that conform to prescribed style and format.
Ability to effectively present information to top management, public groups and/or City Council.
*MATHEMATICAL SKILLS.
*Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations and permutations.
Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory and factor analysis.
*REASONING ABILITY.
*Ability to define problems, collect data, establish facts and draw valid conclusions.
Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
*CERTIFICATES, LICENSES, REGISTRATIONS.
*Membership in the Florida Government Finance Officers Association (FGFOA); Certified Governmental Finance Officer (CGFO) preferred.
*SOFTWARE PROFICIENCIES.
*Proven ability to utilize advanced Excel software features to include; formulas, tables & formatting, conditional Formatting, Advanced Charting, Pivot tables & Pivot Reporting, VBA & Macros, Data Tables, Simulations & Solver.
